Did you know Sellers can decline a Buyer’s Unconfirmed Address PayPal Payment?
Learn about PayPal Confirmed payment, avoid declined PayPal payment, types of PayPal payment, and value to buyer/seller.
A Seller’s Accepted Payment information may include PayPal, Confirmed PayPal, or Confirmed and Verified PayPal.
- Sellers may choose to accept all types of PayPal payments, Confirmed PayPal payments, Verified PayPal payments, or Confirmed and/or Verified PayPal payments.
- Sellers choosing to accept Confirmed Address PayPal payments are within their rightf and within both eBay and PayPal policies.
In our listings, accepted payments, terms/conditions, and this Guide, we refer to Confirmed PayPal payments which means the PayPal Account Address has been Confirmed by PayPal.
What’s the Difference? All PayPal payments are the same, aren’t they?
No, there are specific differences between payments accepted using PayPal, and include Confirmed PayPal, or Confirmed and Verified PayPal payments.
- When a seller accepts PayPal, the seller may or may not accept all forms of PayPal payment including Confirmed and/or Verified.
- A Confirmed PayPal account means the account owner completed a PayPal process to confirm account’s address and PayPal found the address to (likely) be that of the PayPal account owner.
- A Verified PayPal account means the PayPal account owner has completed PayPal’s financial status verification process.
- A seller may accept all forms of PayPal payment, Confirmed PayPal payment, Verified PayPal payment or a combination of Confirmed and Verified PayPal payment.
- A seller who accepts only Confirmed PayPal payments is allowed to decline Unconfirmed PayPal payments and likley has their PayPal account set-up accordingly.
Why would a seller accept only Confirmed PayPal Payments?
- PayPal recommends shipping purchases to Confirmed addresses.
- When a seller meets specific PayPal requirements, PayPal may offer something called, Seller Protection Policy. According to PayPal, this protection is offered only when the seller ships to a buyer’s Confirmed PayPal address or when the address is Unconfirmed and the Seller Protection Policy shows as eligible in the Seller’s PayPal Transaction Detail.
- Among other seller reasons for accepting Confirmed PayPal payments, when purchases are shipped to an Unconfirmed PayPal address, the seller places themselves at risk should a transaction be fraudulent.
- A buyer may be Verified; however, the Seller will not be eligible for PayPal’s Seller Protection Policy.
What happens if I purchase something from a Seller who requires a Confirmed PayPal payment?
- The seller will accept or decline the PayPal payment.
- When PayPal payment is declined, you will receive a message from PayPal briefly explaining the need to Confirm your address and resubmit payment.
- We send our buyers an eBay Message, in addition to the PayPal Message, that includes additional information to Confirm the PayPal account and offers our buyers an alternate payment option.
How can I Confirm my PayPal account?
- A PayPal account can be confirmed by completing one of the PayPal’s processes which may or may not include: adding a credit card to your PayPal account, applying for PayPal Buyer Credit, or completing PayPal’s Alternate Address Confirmation. Definitely contact PayPal’s Customer Service if you have any questions, they are very helpful.
I can’t Confirm my PayPal address, now what?
- Call PayPal Customer Service and/or try to complete PayPal’s Alternate Address Confirmation instead. Nearly all sellers are aware some addresses in the United States, Canada, and the United Kingdom (currently the only countries where PayPal Address Confirmation is offered) cannot be confirmed.
- Send an eBay Message to the seller requesting alternate payment consideration.
I don’t want to Confirm my PayPal address but I want to purchase from a Seller who accepts Confirmed PayPal payments, what can I do?
- eBay Message the seller and ask if they accept a Money Order or Personal Check instead of a PayPal payment.
Tips for Buyers and Sellers:
- Know and understand eBay and PayPal policies. Use eBay’s Live Chat and both eBay and PayPal’s Customer Service to ask questions when something in the policies doesn’t make sense
- Buyers - Read the sellers listing description, payment terms, and policies/terms and conditions. Send the seller an eBay Message when something about the seller’s terms or information doesn’t make sense or leads to a question. After all, it is buyer responsibility to be aware of all seller requirements.
- Sellers - Be helpful…if you don’t know the answer to a buyer questions, be willing to find the information and pass it on to your buyer or potential buyer.
- Buyers and Sellers - Communication is key! Be polite and respectful of each other.
- It is the seller’s right to chose the forms of payment they accept when within eBay and PayPal policies. Please don’t shoot the messenger when you disagree (buyer or seller) with a seller’s terms of payment.
